Real Scenario

June 2026. HR is still chasing Form 16 Part A from TRACES and mailing Part B PDFs to 180 employees. One founder asks in the leadership chat: “Didn’t they rename Form 16 to Form 130?” Half the team Googles. Half assume nothing changes until “next year”. Meanwhile payroll still has no locked annual salary statement for two mid-year joiners - and the CA is waiting on the same broken Excel that caused last year’s TDS credit mismatches.

What is Form No. 130?

Form No. 130 is the new annual salary TDS certificate under the Income Tax Act, 2025 (commonly cited with Section 395 read with Rule 215 of the Income Tax Rules, 2026). It is the document employers issue to employees showing salary income, tax deducted at source, and the computation annexure employees use when filing their return.

In plain language: Form 130 is what Form 16 used to be - your official employer TDS certificate for salary - rebuilt for the new Act, with a stricter electronic issuance path and a clearer three-part structure.

When does Form 130 replace Form 16?

FY 2025-26 (last Form 16 year)

Salary earned April 2025–March 2026 still uses Form 16. Issue by 15 June 2026.

Tax Year 2026-27 onwards

Salary from April 2026 uses Form 130. First batch due by 15 June 2027.

Terminology shift

The new law leans on Tax Year (April–March) instead of the old FY / Assessment Year pairing employees memorised for decades.

TRACES-only issue

Form 130 is expected to be generated electronically via TRACES - not a freehand offline Part B template.

If your team is filing ITR for income of FY 2025-26 right now, you still need Form 16. Do not tell employees “download Form 130” for that year - that label belongs to the next tax year.

What is inside Form 130 (Parts A, B and C)

Part A - Who is who

  • Employer details: name, address, TAN
  • Employee details: name, address, PAN
  • Certificate identity and period covered (Tax Year)

Part B - TDS deducted and paid

  • Quarter-wise TDS on salary
  • Reconciliation of tax deducted vs tax deposited
  • The figures employees should match against their tax passbook / credit statement before filing

Part C - Computation annexures

  • Annexure I - detailed salary breakup, exemptions, deductions and taxable income (the working paper for ITR-1 / ITR-2 for most salaried people)
  • Annexure II (where applicable) - senior-citizen related coverage under the new framework

That three-part split is why “we’ll just rename the PDF header from Form 16 to Form 130” is not a plan. The annexure depth and TRACES path matter more than the number on the cover.

Related form numbers HR should not mix up

The 2025 Act renumbers several TDS documents. Payroll and finance should update SOPs so people stop asking for dead form codes:

  • Form 16 → Form 130 - annual salary TDS certificate to the employee
  • Form 24Q → Form 138 - quarterly salary TDS return filed by the employer
  • Form 26AS → Form 168 - tax credit / Tax Passbook view for the taxpayer

Non-salary TDS certificates (interest, rent, professional fees, etc.) follow their own renumbering track - do not assume every “Form 16” conversation is about salary. This article is about the salary certificate employees expect every June.

How employees should use Form 130 to file ITR

  1. Collect a Form 130 from every employer you worked for in the Tax Year.
  2. Download your tax credit statement / Form 168 (Tax Passbook) from the Income Tax portal.
  3. Match Form 130 Part B TDS figures with the portal credits. Fix mismatches with the employer before filing.
  4. Use Part C Annexure I as the working document for gross salary, exemptions and deductions in the ITR.
  5. Add other income (interest, capital gains, freelancing) that never appears on an employer certificate.
The HR / Finance view

Form 130 does not invent a new tax. It raises the bar on clean locked payroll data, timely TDS returns (Form 138), and a TRACES-ready year-end pack. If your annual salary statement still lives in a private Drive folder, the rename will expose the same chaos - with a new form number on the ticket.

What growing companies should do before Tax Year 2026-27

Lock every payroll month

Form 130 annexures are only as true as twelve locked salary runs - not a March “cleanup” sheet.

PAN / TAN hygiene

Wrong PAN on the master scrapes both Form 16 today and Form 130 tomorrow. Audit joiners quarterly.

Map salary components

Taxable vs exempt vs reimbursements must be tagged in the structure - not guessed in June.

Train employees early

Update offer letters, exit checklists and self-service copy: “Form 16” language must become “Form 16 / Form 130 by tax year”.

Pair this with PF, ESI & Professional Tax hygiene and common Indian payroll errors - the same wage and attendance mistakes that break monthly TDS also break the annual certificate.

Where Bynarize fits

Bynarize Payroll runs salary from the same attendance and leave managers already approved. HR reviews, locks and publishes the month. Employees download payslips themselves. For year-end, HR generates the salary annexure and annual salary statement from locked months, then releases them in self-service - the practical documents employees need to file.

The TRACES-issued certificate (Form 16 Part A today; Form 130’s government-generated sections tomorrow) still comes from the official portal after TDS is filed. We state that split clearly so finance is never sold a document only government can issue. What you can control inside the HRMS is everything that feeds the annexure: components, LOP, overtime, professional tax, and twelve months that actually reconcile.

If you are a Founder, HR Head or Finance lead: ask for one mid-year joiner and one leaver - their locked monthly payslips plus the annual salary statement that will feed Form 16 (this June) and Form 130 (next cycle). If those two people only exist in a CA’s email thread, that is the gap to close this quarter.

This guide summarises the publicly discussed Form 130 framework under the Income Tax Act, 2025 for HR and payroll planning. Confirm final TRACES utilities, exact annexure layouts and filing calendars with your CA and the latest CBDT / Income Tax Department notifications before you change production SOPs.
